:

Assistant Director of Rapid Rehousing and Stabilization is responsible for the direct oversight of the Front Door Diversion Program and Stabilization case management services for families that have exited EA Shelter and moved into permanent housing. The Assistant Director of Rapid Rehousing and Stabilization provides guidance and supervision to the diversion and stabilization teams, as well as collaborates with the Shelter Leadership team by providing training and support around rehousing services to the front-line shelter staff.

Essential Duties and Responsibilities:

  • Oversee the strategic direction and operational management of rehousing case management efforts, ensuring alignment with EOHLC Guidelines within the Front Door Diversion Program.
  • Implement and refine program strategies to enhance overall effectiveness and compliance.
  • Ensure comprehensive compliance with program requirements for families in the Stabilization phase, addressing any deviations promptly.
  • Direct the maintenance of accurate and timely spreadsheets and reports that track program performance and case management metrics.
  • Analyze data trends to drive continuous improvement in program delivery.
  • Monitor and evaluate the progress of Diversion case managers towards diversion goals, providing high-level oversight and guidance to enhance performance.
  • Provide executive supervision and accountability for Diversion and Stabilization staff, fostering a culture of excellence and professional development.
  • Represent the program at EOHLC meetings and training sessions, ensuring that the program remains at the forefront of industry standards and practices.
  • Cultivate and maintain strong relationships with property owners and other key stakeholders, advocating for the HomeBASE Program and addressing any concerns or issues.
  • Ensure seamless integration and coordination between Shelter Leadership and the Rehousing and HomeBASE initiatives, facilitating smooth transitions for families from Shelter to Stabilization.
  • Oversee the tracking and follow-up of HomeBASE applications, collaborating with the Regional Administrating Agency to ensure timely processing and resolution.
  • Maintain and drive the Diversion rate to meet or exceed EOHLC standards, implementing strategic initiatives to optimize program outcomes.
  • Address and resolve complex issues and concerns from families and property owners promptly, ensuring effective problem-solving and resolution.
  • Lead the development and delivery of training programs for Shelter Managers and staff, enhancing their understanding and execution of Rehousing and HomeBASE strategies.
  • Continuously assess and enhance program policies and procedures to improve service delivery and program impact.
  • Other duties as assigned.

Required Qualifications and Skills:

  • Bachelor’s degree in human services, psychology, or related field preferred. Extensive experience with EOHLC’s Emergency Assistance (EA) programming can substitute for a degree.
  • 5 years’ experience in the human service field
  • 2 years’ experience working within the State’s Family Emergency Assistance Program funded by EOHLC.
  • Strong understanding of the various housing opportunities available to low-income families, and the ability to navigate the application and approval process for various housing opportunities.
  • Ability to demonstrate compassion and the ability to understand the needs of homeless families.
  • Strong communication skills, both written and verbal.
  • Ability to think creatively and respond to crises quickly and calmly.
  • Ability to always maintain a polite and professional demeanor.
  • Strong organizational skills.
  • Experience in shelter, housing, housing stabilization, clinical service, trauma-informed care.
  • The ability to allocate funding efficiently for families using various funding sources.
  • Experience developing culturally and linguistically diverse programs for individuals and families from diverse socio-economic, racial, cultural, and linguistic backgrounds.
  • Prominent commitment to DEI and ability to lead the cultural competency dialogue and planning over the long term in a sustainable manner.
  • Preferred multi-lingual or bilingual abilities
  • Adaptable in the face of conflict with multiple and changing priorities.
