POSITION TITLE : Behavioral Health Program Director
REPORTS TO : Executive Director
SUPERVISES : Behavioral Health Program staff
STATUS: Full time exempt
SUMMARY
Under the supervision and in consultation with the executive director, this position is responsible for the daily management of ReWA’s Behavioral Health Program operations at multi-sites including: all planning, funding, monitoring, and evaluation activities.
RESPONSIBILITIES:
- Recruit and develop staff through hiring, training, performance evaluations, and professional development planning.
- Supervise clinical services to ensure treatment is clinically appropriate, effective and meets professional and ethical standards.
- Review client files to ensure quality of care and compliance with WACs and contract requirements.
- Facilitate department meetings to guide clinical decision-making and monitor contract deliverables.
- Ensure document compliance which includes client intakes, progress reports, and treatment plans, ensure documents are up to date and meet regulatory standards.
- Evaluate program performance and effectiveness, identify and address strengths and weaknesses.
- Cultivate partnerships with community organizations, service providers, and other entities to work collaboratively in support of Program activities.
- Expand client reach by maintaining and strengthening the program’s client base.
- In collaboration with the Finance Director, develop and manage the program’s budget.
- Submit timely and accurate contract invoicing and reports.
- Track performance metrics and ensure program goals and contractual outcomes are achieved; attend partner meetings across King County.
- Maintain program compliance by updating and reviewing ReWA’s Behavioral Health policies, manuals, and procedures per State and WACs requirements; submit annual licensing application.
- Coordinate with internal programs through ReWA to promote continuity of care.
- Oversee internal reporting of statistical data on a weekly, monthly, quarterly, and annual basis. Ensure reporting is shared with partners, King County, and various regulatory agencies.
- Analyze external reports from funders, contracts, and King County to ensure alignment and responsiveness.
- Prepare for audits by ensuring documentation and internal processes are audit-ready.
- Represent the department and through participation in management, staff meetings, and agency trainings.
- Represent ReWA externally by attending partner meetings, trainings, and industry events.
- Implement updated policies and procedures and ensure staff are trained and maintain consistency with new policies and procedures.
- Perform other duties as assigned by the Executive Director.
MINIMUM QUALIFICATIONS:
- Experience managing complex funding streams including grants and King County contracts.
- Current independent license to practice in WA state (LMHC, LCSW, or LMFT).
- Master’s degree or higher in counseling, marriage and family therapy, or clinical social work from a CACREP-accredited university.
- Strong understanding of and ability to interpret and implement federal, state, and local behavioral health policies and procedures.
- Demonstrated success in organization change management.
- Valid Washington State driver’s license and reliable transportation.
- Excellent written and verbal communication skills.
- Proven leadership, problem-solving and interpersonal skills.
- Ability to manage an incredibly diverse, multi-cultural team.
- Experience training and coaching individuals at all levels including new, tenured, and intern staff members.
- Effective multitasking and time management skills.
- Commitment to cultural competency and respect for diverse perspectives.
- Two or more years of experience in program management, budgeting, and evaluation.
- Strong commitment to teamwork and collaboration.
PREFERRED QUALIFICATIONS
- 5-7 years of clinical service delivery experience.
- 5-7 years of management and administrative experience.
- Approved Supervisor and Ethnic Minority Mental Health status.
- Experience working with refugee and immigrant communities.
