Job Description

Position Overview:

Under the direction of the Workforce Programs Manager, with additional oversight from the Division Associate Director, the Immigration Program Specialist plays a key role in managing the Conrad 30/J-1 Visa Waiver Program . This federally authorized program addresses the shortage of qualified physicians in medically underserved areas by allowing J-1 foreign medical graduates (FMGs) to apply for a waiver of the two-year foreign residency requirement.

This position provides program leadership, technical assistance, and coordination to ensure the program operates efficiently and effectively, improving healthcare access in rural and underserved communities across West Virginia .

Key Responsibilities:

  • Oversee the administration, monitoring, and reporting of the Conrad 30/J-1 Visa Waiver Program , ensuring compliance with all state and federal regulations.
  • Review and validate all submitted documentation for waiver requests to the Department of State Waiver Review Division , ensuring accuracy and completeness.
  • Serve as the primary point of contact for FMGs, healthcare facilities, and legal representatives, providing technical assistance and guidance on program requirements.
  • Analyze complex cases, consulting with leadership on situations involving sensitive legal or policy implications.
  • Evaluate and improve workflow processes, standard operating procedures, and program policies to enhance efficiency and compliance.
  • Lead special projects within the Division, collaborating with internal and external stakeholders to strengthen program effectiveness.

Qualifications

  • Bachelor's degree from a regionally accredited college or university; OR additional experience as described below may be substituted for the required training on a year-for-year basis; AND
  • Two (2) years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment; OR postgraduate education in a field related to the area of employment may be substituted for the required experience on the basis of fifteen semester hours for one (1) year of experience;

  • OR Master's degree in social work from a regionally accredited social work program from a regionally accredited college or university.
