At Cocoon House, we partner young people, families, and communities in Snohomish County to break the cycle of homelessness through outreach, housing, and prevention. Our Youth Housing program is looking for the right person to fill the important role of the Youth Housing Senior Program Manager. This position oversees the Cocoon House Transitions Transitional Living Program, a program that provides housing for up to 20 teens and young people. You will get the opportunity to support and supervise staff, oversee the intakes and exits of youth, help ensure case plans are supportive and youth focus, help make sure data is collected and input on time and make sure the program is in compliance with licensing and contract requirements. Youth Housing Senior Program Manager Duties & Responsibilities

Full-Time | On-site in Everett

Schedule can vary depending on program needs

Wages: $60,000 - $64,000 DOE

Essential Duties and Responsibilities

  • Screen, interview, hire, train and supervise Transitions Case Managers and After Hours Support Specialists
  • Coordinate with Youth Housing Program Managers and the Director of Youth Housing to provide consistent support among housing programs.
  • Provide feedback and support Director in updating program manuals, policies, and protocols for Youth Housing programs
  • Manage staff follow-through on tasks, policies and procedures through supportive leadership to staff including duty coverage as needed. Conduct and schedule team meetings, supervisions, trainings, employee performance reviews at least once yearly, and complete necessary employee paperwork.
  • Collaborate with MH/DA counselors and other external partners
  • Coordinate with Director and state social workers to facilitate entrances of new residents. Assure appropriate use of beds and adequate census.
  • Manage relationships with DCYF, school districts, YMCA, and other community partners
  • Maintain TLP waitlist and RLSP referrals including billing
  • Oversee initial intake and assessment of all youth and the development of individual goal plans. Assure access to education and other opportunities for youth.
  • Provide supportive supervision of youth in care and follow through on expectations of behavior. Lead staff in having high level of expectation and support for youth.
  • Ensure licensed facilities (Transitions & East) are in compliance with licensing and grant standards, including audits of youth files, medication, collection of data and compliance on contracts and licensing; generate reports.
  • Plan and facilitate summer programming across youth housing programs.
  • Be available to staff for emergency consultation. Assess dangerous or emergency situations. Respond appropriately.
  • Work with other HUB based staff to address community concerns that arise and maintain healthy relationships with neighbors.
  • Follow mandated reporter requirements by documenting incidents and calling CPS. Follow-up on CPS and non-CPS incidents.
  • Schedule and manage on-call rotation to support Youth Housing programs and cover After-Hours Supervisor and Program Manager vacancies as needed

Must have the ability to:

  • Lead team and model strong engagement with youth, including strength-based approaches and holistic de-escalation.
  • Navigate competing priorities of youth, staff, licensing and funding requirements.
  • Accurately prioritize emergency and high stress situations and access emergency services when needed.
  • Communicate critical information in person, on phone or in writing. Ability to follow through across systems – youth, families, staff, colleagues, and community partners.
  • Follow policies and procedures.
  • Maintain appropriate boundaries.
  • Track and input data.
  • Have a knowledge of licensing requirements.
  • Bi-lingual English/Spanish preferred.

Requirements:

General:

  • Must be 21 years of age or older
  • A bachelor's degree from an accredited college or university and one year of similar, full-time experience working with vulnerable populations; OR An associate's degree from an accredited college or university and two years of similar, full-time experience working with vulnerable populations; OR Three years of similar, full-time experience working with vulnerable populations.
  • At least 2 years of relevant program management experience, leading and supervising a team.
  • DCYF background clearance
  • Acceptable driver's abstract with no more than 2 violations within last 3 years
  • Possess a valid driver's license, insurance, and reliable transportation

Physical:

  • Ability to effectively communicate with all internal and external clients
  • Be able to hear voices and alarms.
  • Ability to read and comprehend a variety of materials
  • Ability to operate phone, computer, and record information for files and logs
  • Must be able to lift up to 50 pounds
  • Must have ability to run up and down indoor and outdoor stairwells in case of youth emergency.
